I was talking to a fellow UW grad who told me about a day that he remembered where smoking marijuana is legal on Statehouse grounds. Although I would never participate in this sort of ritual, is this true?

According to the Wisconsin Capitol Police, smoking marijuana has never been legal on statehouse grounds. However, once a year the Annual Great Midwest Marijuana Harvest Festival is held on Library Mall to support the legalization of marijuana. Many protestors march their way to the capitol and rally for “sensible drug policies.”
